KINGSDALE 109 PA

Material to expand your entertainment in the city of Juicers and mages.

Part 1

“Gate To The West.”

The city-state of Kingsdale is a place where magic and technology are equal parts of everyday life. Technological conveniences and magical doohickies are sold on the same shelves and are of equal availability. Crazy, Juicer, and Cyborg conversion are common services and small magic schools provide training to any who apply and pass aptitude tests. All citizens have access to education and the rate of basic education is near 70%. With higher and technical education around 40%.

The population is a mix of over a dozen races but Humans are predominant. The first human settlers were refugees trying to escape the Coalition as they razed cities and villages during the Bloody Campaign in 12 PA. Fearful of another attack by the Coalition, they became focused on defending themselves. They settled upon a location where two ley lines pass close together and near a nexus. The small community built a fortification that openly welcomed mercenaries and adventurers looking for respite in the wilderness, becoming a common stopping point for travelers.

NOTE: Resource mining and trade are only vaguely defined in Rifts materials. The Rifter 0 uses the trope that rifts can occur underground and often bring new natural resources to replenish those long exhausted or even bring resources that would normally not be native to the geological environment. The improbability of resource acquisition can also not be fully explained by trade alone. This expansion into the depth of Kingsdale provides additional ways in which the city does business. Including using magic to transform materials into other needed materials such as metals and chemicals.

NOTE: Magepunk. Kingsdale is not a fantasy village with ramshackle buildings and horse drawn carriages. Kingsdale is a hub for bionics and cybernetics, possessing the capabilities to manufacture weapons, armor and e-clips. It is also a city of magic and sorcerers. A place where magic is as common as the corner Starbucks.
The city is a glittering jewel of neon and ley line energy that is both dystopian and a close knit community.


THE CITY OF REFUGE
The fledgling Kingsdale expanded its defensive capabilities when it came into contact with a group called The Forest Rangers. This organization is the direct descendant of the pre-Rifts North American Forest Service (a division of the Department of Agriculture). After the initial upheaval and chaos settled, they built a small community that kept alive the ideals of the Forest Service. Eventually, the Rangers joined Kingsdale, and now are the second largest armed force in that kingdom.


Even as they became more prepared for future threats they did not forget the trials they went through, and maintained a welcoming policy to others who were forced to flee their homes. The city of refuge would live up to this ideal when a community of Elves and Dwarves came seeking protection from the Coalition.

Elves and Dwarves make up the next largest majorities, both from a tiny kingdom that was rifted to Rifts Earth. The Coalition decimated their newly transported city, with only a small percentage surviving the assault and fleeing.

Wolfen make up the next largest racial group and hail from a dimension that was mired in a world war. A rift transported a whole village and the soldiers from both sides of the conflict fighting in it. The events caused the one time enemies to call a cease fire as they attempted to learn what had happened. The displaced Wolfen encountered several communities but eventually came upon Kingsdale. Each community either rejected them or was openly hostile. Kingdales' offer to settle created a strong bond within the Wolfen and the community. Kingsdale Wolfen are loyal and some of the fiercest defenders of the city.

RUGGED INDIVIDUALIST
The Elves, Dwarves, and Wolfen find strength in their respective communities and maintain strong ties between those in or adopted into the community. People in the community help each other, from financial support or just finding the right mate.

That sense of community belies the humans of Kingsdale. They still live by the ethos if the Rugged Individual and at most form small tight knit communities or family clans. These mini-communities don’t have nearly the resources of a community like the Elves, which is inclusive to all elves. The Human mindset leans towards self reliance and their status resulting from their own actions. This has the dual effect of isolating humans from each other and creating resentment. To some of the poor, this fact is "proof that the D-Bees are thieving, greedy strangers whose conniving ways have made them prosper at the expense of "honest humans."

DISPOSITION
Open to all races. Open to everyone’s money. Unless you're the Coalition. Then burn in the fires of Hades and Dyval.

THE CROSSROADS
Nearly a hundred years after its founding Kingsdale faces its greatest threat. The Siege of Tolkeen has changed the power dynamics across all the Domain Of Man. In 105 PA the threat posed by the Coalition was laid bare by the Juicer Uprising. Where some saw weakness in the Coalition others saw the future and it was not a future they liked.

THE CITY
Kingsdale is built upon the ruins of West Plains and the banks of Howell creek that has transformed into a navigable river all the way to the Mississippi. The ruins of West Plains is a generous description as no ruins of West Plains were actually found. The city of fifteen thousand souls was completely wiped off the map after the emergency of the rifts.

Beginning from its humble origins as a village of mages, Kingsdale has expanded and transformed into a Fortress City that looms over the landscape. Expansion outward slowed around 106 PA and quickly shifted up or underground as the influx of people fleeing the war in Tolkeen. The population doubled then swiftly tripled its pre 106 PA population.

MANDATORY MILITARY TRAINING
In addition to paying taxes, all able-bodied citizens between the ages of 17 and 25 must spend at least two years in the military.

GEOGRAPHY
The terrain surrounding the city is composed of low hills, covered with forests of mostly oak and hickory trees. Two main roads have been cut into the forest, connecting the city to the small town of Laramy (pop. 3,000; up from 106 PA) and then going all the way to the kingdom of Whykin. The Laramy-Kingsdale road is a well-maintained packed-dirt road, good enough for most wheeled vehicles. The second road is of very low quality, little more than an enlarged game trail in some places, a dirt road in others. During the rainy season, the roads turn into muddy trails that will slow down wheeled and tracked
vehicles, and even most robot vehicles.

A small network of minor ley lines (6 in total) power the widespread useof magoc in the kingdom. Two ley lines cut across the city proper in two areas, and a minor nexus point. This nexus point is at the western most edge of the city. As the city expanded it eventually encompassed the Nexis. A high security complex watches over the nexus and functions more like a prison, keeping anything that might come through an unexpected rift, from rampaging through the densely populated city.

THE GATE TO THE WEST
Kingsdale is a major stopping point for goods traveling west or coming from the west. Hover trains and heavy cargo haulers. Large docks line the massive walls where cargo is offload, loaded, and even sold right off the truck. For most this is all they ever see of the city, only stopping to stock up on supplies and fuel. As the gate to the west, Kingsdale holds a powerful position for trade, a position many people covet. One of those lecherous kingdoms is Whykin. Despite its human centric views the money to be made as the Gate to the West makes anyone suddenly ok with a dirty d-bee or magic user. This is just one more match waiting to spark a war that many special interests are itching for.

KINGSDALE ECONOMICS

Kingsdale is a free trade economy where people trade goods and services using a credit system. Universal Credits and Central Credits are accepted throughout the city. (Central Credits are issued by the Central Bank, an organization that provides access to communication and a centralized monetary system across North America.) The economy is loosely regulated with regulations primarily focused on safety for the city. A corporation whose practices threaten the city infrastructure, threaten the business of other corporations. City leaders will always act quickly to ensure the economy runs smoothly.

(Juicer Uprising: In 30 P.A., a number of factories were built, allowing Kingsdale to make some simple machines, weapons, and E-Clips.)

Manufacturing in Kingsdale is not the manufacturing of 20th century earth. Auto Factories, robots, and 3D printing mean a facility that would need hundreds of thousands of square feet can be done in a a fraction of that space. Unlike Northern Gun where large factories churn out weapons and equipment at a high rate for distribution across North America, manufacturing in Kingsdale is focused on self sufficiency. As North America starts to draw lines because of Coalition threats Kingsdale prepares for the day they may be left in the cold.

The Key component of Kingsdale’s economy is the entertainment and commercial sectors. In a world of monsters and magic, people crave things that are mundane. Commercial products such as Smart Comms or Food Processors make life easier but more importantly tell the consumer they are not wandering in a monster infested wilderness or living a miserable existence in the Coalition.

EMPLOYMENT
Employment in Kingsdale is plentiful, despite high poverty levels. Trade and sales of weapons are on the rise as Coalition Aggression and the Minion War heats up.

Employment falls predominantly in the service and white collar categories. Automated factories are the norm with workers serving as technicians. A dozen corporations employ 80% of all workers in Kingsdale. Employment ranges from administrative jobs to the baristas in the corner coffee shops owned by one of the big 7.

The workers in the service sector maintain a good standard of living and are usually able to afford a modest apartment and entertainment. In economic terms they would be in the lower middle class. Not poor but easily in economic distress from a serious illness or job loss. They run the restaurants, bars, coffee shops, bowling alleys, and every other entertainment imagined and not. They are the backbone of a churning economy because of the constant trade through Kingsdale to the New West and Texas.

Those who would be considered technical workers have money and good paying jobs allowing them to enjoy a great deal of luxuries. Automation and machines need skilled technicians to monitor and maintain. Several three year technical schools train these much needed specialists. Getting into a Tech School is a common aspiration as it is a doorway into the upper middle class.

Magical employment can be strangely mundane. Your neighbor could just as easily be a Ley Line Walker as it could be a barista or computer technician. Magic users fall into two general categories. The Blue Collar Mages who do brute force magic and the High Mages who are fully trained spellcasters.

Blue Collar Mages learn magic but don’t run off to adventure. They may not even learn more than a handful of spells or specialties. The primary focus of a blue collar mage is employment. The resource sectors and aconstruction are constantly in need of a skilled mage to use transformation magic to create raw materials or fabricate the massive fortifications.

The term blue collar is a misnomer in comparison to its 20th century slang. This group of mages are skilled metaligists, geologists, or architects. They make the city and make sure it has the resources to defend itself.

The high mages are more than just workers and practice magic to the fullest extent. They strive to learn and gain greater power like any Ley Line Walker of Shifter. Combat Mages sell their services to mercs or adventuring parties. Being a high mage is difficult if they are not part of a guild or employed with a corporation. Like artists they seeks knowledge or ephemerial pursuits but rent is still due and food isn’t free. Most independent mages provide services with a magic twist or they are a part of a guild.

A Ley Line Walker still needs to provide a service people will be paid for, otherwise they will live on the streets along with the poor and unemployed. The highest paying positions revolve around Conjuration and Enchantment. Resources are a serious bottleneck to any technologically advanced society and magic has been found to remove the expense of finding the resources and extracting them.

Those magic users in the defense industry see their skills used to fight or create magical defenses. They are essentially employees of the city and paid in the median of the cities income range with combat bonuses for those who see combat.


The bottom of the economic strata include non-citizens, unskilled and the unemployed. Their standard of living is akin to the people of the Chi-Town 'Burbs, which is only slightly better than trying to survive in the wilderness. The street folk usually work revolving jobs for miniscule amounts of money or in the illicit activities that even Kingsdale outlaws.

Part 3

KINGSDALE GOVERNMENT

The city state is governed by a senate of the wealthy and powerful. Each senator gains their position by a vote of existing senators. This incestious nest of power is rife with corruption and self dealing. At least it would be if any of it was illegal. The powerful control Kingsdale but they do not abuse the people they stand on to have that power. Keeping their power requires people to work for them and people who are abused move to other kingdoms. Or worse, join the Coalition.

The Senate has 20 members. One for each of the 7 most powerful corporations, 5 for the Magic Guilds, 7 independents and 1 for the Central Bank.

The Dictator is the man in charge, the Chief Exective of Kingsdale. The title of Dictator is akin to the President and is elected by the Senate to serve 6 year terms. The previous dictator Geoff Mercator (Shifter/Scholar) was dismissed from his position after several disastrous decisions as the siege of Tolkeen began to intensify.

His first mistake was sending a division of the elite Ranger defense forces to Tolkeen. He felt assisting Tolkeen would establish stronger ties and a defeated Coalition would benefit Kingsdale. None of the Rangers returned and the entire thing had to be covered up to protect the government.

His second mistake was sending supplies to Tolkeen at cost. The deal brokered with Tolkeen was supposed to result in an economic boom after Tolkeen soundly defeated the Coalition, the the defeat has only resulted in the wealthy losing money on his deals. The rich and powerful do not like to lose money.

The third mistake was believing his supporters would stick by him. As events went sideways he was quickly made into the scapegoat and his supporter went where the winds blew.

A new Dictator was installed, one who had a vision for a Kingsdale powerful enough to ward off Coalition aggression. Dictator Issac Ixon was voted in. A classic industrialist, Issac predicted Tolkeen would be severely weakened and was not surprised when it fell to the Coalition war machine. He believes technology needs to be fought with technology. Inspired by Atlantis, he laid out a plan to build Kingsdale into a walled city akin to the mega-cities, defended by advanced technology that would rival the coalition. Combined with magic and techno wizardry they would have an edge over the Coalition.

Besides the Dictator and Senate, other public offices include the Chief of Police and Public Safety, in charge of dealing with crime, fire-fighting, disease control, etc. The Magistrate of Magic, which manages any dispute, conflict or problem involving both practitioners of magic and psychics, and the Officer of Health and Public Works, who manages most other city affairs.


Taxes are collected by the Treasurer, a Senate member appointed for that purpose (taxation is relatively light: a 5% income tax supplemented with some tariffs on imported goods, and the sale of licenses and permits. In addition to paying taxes, all able-bodied citizens between the ages of 17 and 25 must spend at least two years in the military.

CIVIL CODE
The laws of the land are loosely based on the "codes" of 20th Century America. Trial by jury exists; judges are appointed by the Senate, and serve for three years before coming up for review and possible reappointment. Unlike 20th Century America, however, trials tend to be short and to the point, and the rules of evidence are a lot more relaxed; very few criminal cases are thrown out on technicalities, for example. Penalties are also harsher: Death for such crimes as murder, rape and kidnapping; restitution and 1-10 years of hard labor for robbery; and confiscation and expulsion from the city (minus any valuable equipment) for carrying mega-damage weapons inside city limits (this rule is not applied inside Dregtown and other slums, however).


FOREIGN AFFAIRS
Kingsdale tends to mind its own business and not care about the affairs of other nations. However, tension between Kingsdale and its nearest neighbor, the kingdom of Whykin, has been rising in recent years. Whykin is populated mainly by humans, most of whom are rabidly opposed to magic and non-humans. Despite these differences, trade between the two cities has existed for over two decades. Kingsdale made it a point not to flaunt its own strengths, magic and liberal policies, and never acted in a belligerent way toward Whykin. The people of Whykin saw no point in picking a fight for no good reason, so as long as neither nation posed a threat to the other, a state of peace was maintained.


A number of incidents have disturbed this fragile truce, but three key events are as follows. First, in 101 P.A., a number of magically-adept raiders ambushed a trading caravan on the outskirts of Whykin, killing five citizens and injuring 16 others. Although no link to Kingsdale was ever proven, many people in Whykin blamed the "Witch Town," as they sometimes call
Kingsdale, for the incident. Trade between the two cities slowed down, and the authorities of both places started searching any newcomers thoroughly. A string of a dozen minor raids against small merchant caravans (two-bit copycats) annoyed merchants to the point that some decided to use alternate trade routes. This also inflamed the citizens of Whykin when the crooks were caught and discovered to be residents of the Dregtown slums in Kingsdale.

In 103 P.A., a group of terrorists planted a bomb in the hover car of Kingsdale Senate member Arcadia. The terrorists had not counted on Arcadia's supernatural toughness; the frail-looking woman survived the mega-damage explosives relatively unscathed. However, fifteen other people, including three school children whose only sin was being near the car when it exploded, died in the incident. The terrorists were found, but were killed resisting arrest. An investigation as to their motives and supporters was inconclusive, but some leads did point to Whykin. After that incident, diplomatic relations and all trade between the two nations stopped altogether, and the Kingsdale Forest Rangers established a defense perimeter around all territories claimed by the city-state, stopping and questioning anybody who entered the area.

The third element has been the influence of the Coalition States. The CS has had a tenuous relationship with Whykin for years, but in the last few, they have increased the level of enticement for the city-state to "officially" join the Coalition States. To this end, the CS has been fanning the fires of hate, fear and distrust of Whykiners toward Kingsdale. The CS view the citystate of Kingsdale as an abomination and yet another target for "cleansing" once the CS has dealt with more immediate threats (see Rifts World Book 11: Coalition War Machine for more details). They are quick to point out that there is a shadowy and unofficial connection between Kingsdale and the new Federation of Magic. Although the Kingsdale government has no formal
relations with any of the kingdoms of the so-called "federation," several of the most powerful and prominent magicians of the city do have contacts with them. The Coalition has recently launched a propaganda campaign showing direct ties to the Federation and has suggested that Kingsdale is a front for these vile terrorists and long-time enemies of the CS (of course these are all lies). They also condemn the use of "dangerous technologies," such as the Juicer and Crazy conversions, and "nightmarish creations" of Techno-wizardry, as well as the harboring of non-humans and criminals.

MIRACULOUS TECHNOLOGIES

Created by the eccentric Doctor Hal Miraculous, a man of mystery and transplant from a 1940s earth. Earth 872 saw magic and science collide in the chaotic environment of world war. Heroes and villains rose as fantastic machines of war walked a war torn Europe. Doctor Miraculous fought the Nazi scurge with is wit and genius, but culmination of an epic showdown with his nemesis resulted in the opening of a rift that flung him and everyone it swallowed across the megaverse. Doctor Miraculous found himself on Rifts Earth. He settled in Kingsdale to research and invent.

Always excelling at whatever he does, his small shop of inventions evolved into a company that is known for making anything. Developing a nano factory system Dr. Miraculous created a Miracu-fac. A factory system that can create anything! According to the brochure. From frying pans to robot vehicles. This incredible versatility comes at the cost of low quantities. With available resources something can be manufactured in decent quantities but to be cost effective high tech components are ideal. At only a slight premium to higher volume manufacturers, Miraculous Corporation can be counted on to provide needed components when Kingsdale is cut off from suppliers.

The M Gates are a joint project with the Magick Guild. Semi permanent rifts that are managed by technology and magic. Less technomagic and more Miracle the gates allow easy access to several Astral Kingdoms and other worlds.

KINGSDALE TECHNOLOGY

Power generation comes from a variety of sources such as wind, solar, oxide fuel cell and nuclear power. The kingdom has fair manufacturing capabilities and can produce mega-damage body armor, E-Clips (although not enough to be self-sufficient), plastics, building materials, clothing, circuitry and computers. The city proper has facilities where mega-damage armor, bots and vehicles can also be repaired. However, the city lacks the resources to manufacture nuclear power plants.

One of the most famous "tech-centers" is the Kingsdale Enhancement Clinic (described in Places of Interest) which has "top of the line" bionic and cybernetic facilities, as well as Juicer and Crazy conversion equipment. While this is the name people think of when they hear about human augmentation in Kingsdale, over a dozen facilities throughout the city exist offering services from augmentation to simple cybernetics. As a result, cybernetics and augmented mortals are a common sight in and around the city. This capability is part of the kingdom's defense strategies and a major reason for people coming to the city. Additionally, Kingsdale is a place where some techno-wizard versions of the Juicer conversion can be found, particularly the infamous Dragon Juicers.

As a hub for trade, Kingsdale has superior logistic and transportation facilities that distribute goods from Texas, the New West and the Corridor of humanity. Companies such as Northern Gun, Wellington Industries, Golden Age Weapons, and Bandito Arms all move product through the docks and warehouses of Kingsdale. Branded outlets are available but dozens of small sellers with new and used items are available. The grey market of salvage and liberated gear is strong in Kingsdale and a thrifty person can find good deals on “lightly” used guns or equipment.

The manufacturing sector includes consumer electronics and adventurer supplies. The coveted mega damage weapons and e-clips may get all the press but data-pads, food ovens, and coffee make the world go round. A dozen companies make a variety of products sold locally and shipped to places all over North America. The brands may not be household names but it is pretty easy to find something made by one of Kingsdales factories.

Magic is also a big part of daily life in Kingsdale. While being its own separate industry it has profound effects on how the people in Kingsdale use technology. Where magic and technology overlap in function people are as one third as likely to have a magical device as have a technological one. Where they diverge they create entirely new business opportunities. Such as Ring IDs and Astral Vacations.

After the Juicer Uprising and during the Siege of Tolkeen the leaders of Kingsdale saw the limitations of an interconnected world where trade was vital to maintain production and economic progress. Peace is not the default position of most kingdoms in North America and when supply disruptions happen vital components for the creation of augmentation tech or parts for existing equipment become impossible to find. Over several years alternative means for procuring resources were invented and established. An entire magical industry devoted to creating vital resources such as complex chemicals or rare minerals was created. In a society where one third of the population have skill in magic, a campaign to train and leverage transformation magics has increased Kingsdale’s self sustainability a hundred fold. This miracle would seem more miraculous if Kingsdales dependence on outside sources wasn’t so lopsided. Even today, the disruptions caused by the Minion War has caused shortages. Each shortage renews the drive for self sustainability and innovation. It is theorized that in less than 5 years Kingsdale should be able to weather a period of complete lock out to terrestrial resources and maintain minimum manufacturing capabilities.
