TW Staff of Boost/Lower Trait

Item one of my players requested, I have no problems with it but figured I would run it by the board.
TW Gizmos (3)
Staff - Boost/Lower Trait (2 PPE, Duration 3 (1/round))
Dmg:Str+d4 Wt:8 Parry +2, Reach 1, 2 hands
Salt Shaker of Healing (3 PPE)--covered with small crystals and copper wire, this clear, empty container channels the Healing Power. When activated, the shaker fills with multi-colored lights that swirl about. Soft, soothing music, like a music box emits from the device.
Whistle - Summon Ally (3+ PPE, Duration 3 (1/round))
Boost/Lower Trait is normally a ranged spell. I can leave it that way, but I was kind of thinking that it would be neat to have the option to reduce the range to the reach of the weapon in exchange for a bonus to the opposed roll.
I was thinking maybe, if casting the spell, the user would roll on their TW skill rather than the fighting roll. The staff would not do any damage as an attack, because the goal is to make contact with the target--just a trapping of casting the spell. The caster would have a +2 to the opposed roll vs. the opponent's Spirit in exchange for the reduced range. Kind of a focused casting, if you will.
Basically, an option to trade a 10" range for a 2" range for a +2. What do you think?
