Duration: A brief rant of about five minutes
Trapping: Conspiracy-theory rant that reveals the answer to the question being sought; this monologue must be done out loud, preferably while gesturing when appropriate. Whether he's actually following some obscure chain of faulty logic to stumble across the truth, or is actually conversing with mischievous spirits in the area that insist on leading him down the primrose path before letting him have the answers he seeks, should never be perfectly clear. The GM may rule that there are insufficient obscure clues, even for him, to actually be able to produce an answer (in which case the Power Points are not spent and no roll is needed); likewise, once he has used this ability on a particular matter, he must take another 24 hours to actually try to work through that specific matter again, and likewise cannot re-investigate a particular scene within that time-frame. A Raise produces a clearer answer (though not necessarily a clearer line of actual reasoning).

Background:
Samuel Higgs was a police officer in Chicago for 10 years (three as a detective), when he started stumbling across signs of corruption in the department. The more he dug into it, the more convinced he became that there was some sort of nebulous conspiracy working against him. Of course, given that he wound up getting shot and left for dead on a bogus call a few weeks after he started asking really pointed questions, he may have been right about that.
After being found and rescued by some passersby, he bailed from the PD and started is own private investigation business. He usually works for defense attorneys trying to find alternate theories of their clients' cases. He's... disturbingly good at that.
Unfortunately, after testifying at a trial that caused the cops to look particularly bad, he started getting that hunch he was being followed, again, and decided to get out of town to let the heat die down. Since hitting San Diego, he's been hanging around the Dragon Juice bar almost every morning for a month--his regular is a kiwi-strawberry-coconut blend with extra ginsing. Unless it's going to rain--then he forgoes the ginsing. This is probably connected.
