Super Tech Items

Super Tech (Weapons, Armor, Objects)
Super Tech differ from techno-wizard devices in that they do not require and arcane background to use or activate. Instead they use extremely advanced or alien technology to produce similar results. This makes Super Tech items extremely powerful and they should be considered rare (ie signature items or powerful rewards for role play). All Super Tech items suffer from technical difficulties and are always -2 to Repair rolls to reflect their ultra advanced nature.

Creation Process
Choose a non magical item that has the appropriate effect (i.e. a vibro-sword for a mega-damage melee weapon or stealth suit from the Sci-Fi Companion) and soup the item up with the following guidelines.

Type of Item: Weapon, Armor, Object, etc.

Super Tech: To set them apart from TW, tech items have less upgrade “slots” available to them. Major and Minor qualities are the same as those found under Techno-Wizard Creation rules in the Tomorrow Legion Player’s Guide. The level of augmentation should also be an indicator of rarity. As a general rule bonuses from enhancements should never exceed +3 in any one trait.

Augmentations
  • Novice: One Minor Augmentation
    Seasoned: Two Minor Augmentations
    Veteran: One Major Augmentation, Two Minor Augmentations
    Heroic: Two Major Augmentations, Two Minor Augmentations
    Legendary: Four Major Augmentations, Two Minor Augmentations
Benefits: Minor augmentations and major augmentations that provide edges are considered “always on” as long as the device is powered (e.g. has an e-clip, is plugged in, battery is charged, has a nuclear reactor, etc.).

Drawbacks: Supertech items are by their nature advance, alien, klunky, or otherwise od. All Supertech items are either -4 to be repaired, or -2 to be repaired and the item must have a quirk.

Powers: All supertech powers work off of some kind of battery, e-clip, reactor etc. When activating powers 1 shot = 1 power point. Melee weapons that do not have “shots” will need to add internal power supply augmentations. Items connected to “effectively unlimited” power supplies like a nuclear reactor are only possible for vehicles and require using a major upgrade slot to make the connection. Powers will need to be linked to an activation skill (for weapons this isn't necessarily Fighting or Shooting).

Example

Super Sniper Laser Rifle
  • Base Item: Wilk’s 447
  • Range: 40/80/160
  • Damage: 3d6 (ROF: 1, AP: 2)
  • Shots: 20
  • Weight: 5
Augmentations
  • Super Scope (Marksman Edge, Major)
  • Superior Balance (2 Minor, +2 shooting)
  • Ranged Data System (farsight power, Major, costs 3 “shots” to activate for 3 rounds, use Knowledge Electronics to activate)
  • High Power Mode (smite power, Major, costs 3 “shots” to activate for 3 rounds, use Knowledge Electronics to activate)
So in this case the weapon is always +2 to shooting and an additional +2 if the users doesn’t move (Marksman) and can fire 20 shots per e-clip. By reducing payload to 14 the user can also gain farsight (half distance penalties) and smite (+2 or +4 damage). Given these are high tech systems I would say the “powers” would be activated using the Knowledge (Electronics) skill.

Kittani Plasma Sword
Base Item: Vibro-Sword (Str+d10, AP 4, Mega Damage)

Augmentations
  • Plasma Blade (Minor, add a Trapping (Fire). Armor Piercing: Fire and heat bypass cracks in armor. A damaging power gains AP 2)
  • Internal Power Supply (Minor, adds 5 shots, recharges at 1 shot per 30 minutes when connected to a power supply)
  • Plasma Blast (Major, add bolt power (Fire). 1 shot per missile. Use Shooting skill to activate.)
So this item is a flaming sword that does Str+d10 damage with AP of 6! It can also fire short range plasma bolts using the bolt power by pointing the sword at the target and depressing a trigger in the handle (Shooting).

Can we get some ruling on does a personal armor with a power supply lasting in hours just take the hours as shots? Do powers take double the shots in those cases? Or do armors need to by a modification to add shots?

Also can cyborgs and constructs power super tech indefinately?

I would generalize this not just to armor, but any technological item that has a limited power supply expressed as an operating time rather than 'shots.' Including exoskeleton armor, but not limited to them.

Working out a general rule for how to handle that kind of item is probably good. Requiring modifications to be spent on power supplies for anything that doesn't actually shoot really discourages the use of Super-Tech to build anything except weapons without clarifying that rule.

For anything that doesn't have a finite energy supply (constructs/cyborgs/vehicles/etc) it's probably best to stick with the rule as written though. Otherwise things get unnecessarily complex, I think.

My view is this:
The only time power would matter is if you are dealing with what is normally a power. And even then there would be some reserve of power (a battery, etc) that would be drained. Having a power source like a nuclear power pack would simply recharge that battery

So armor with powered abilities would have a battery to run exoskeleton and other such functions, but would also have a high capacitance battery (a second one) that would either recharge off the main battery or from a more durable power source. Using those abilities would not feed off the main battery, except to recharge the battery

So if you take a power with a armor, or other tech items that seem to already powered by a battery, you also need to take a mod that gives shots( minor for 5, or major for 10)

Looking at this we can see some sort of power source is needed. Most exoskeleton type armors are not "effectively unlimited" (they last 96 hours, so very much limited) and are not vehicles (they are armor) so you are going to need additional power.

Therefore, if your item has "powers" then you need a "battery" to use them. Edges and trait type bonuses are "always on" as long as the item is powered up.

I might even go further and pick up what high command says that even "effectively unlimited" power sources built into vehicles should require a power source (add "shots" augmentation) but recharge using the vehicle's power supply at the rate indicated (1 per hour or 1 per 15 minutes, etc.).

Why? 1 to give Techno-Wizardry its place as the best of the best, and 2 so things don't break because we are essentially making TW available to anyone who can pick up a gun or don armor.

I am not sure how else to do it with breaking the mechanics. To me the only other option is to play rules as written and weapons/armor have no ability to be upgraded and that wouldn't be fun.

All TW items require a power source (either built in via mods or external via the users PPE/ISP). Those power sources are inherently limited (5 or 10 PPE per slot or the users own PPE or a nearby ley line) deviating from that could have unintended consequences. And we are only talking about powers, not all the other things such as edges etc. which are considered "always on" (a benefit over TW items).

Perhaps, with things that have big batteries (like armored exoskeletons) you could use a minor augmentation to "divert power" to augmentations that would reduce hours of operation by the same amount (say 1 hour = 1 power point)...but that is still using a mod to get power points.

It might theoretically work to say batteries in exoskeletons (e.g. 96 hours) could be used at 1 hour = 1 shot, or some other ratio as you suggest, thus reducing the overall operating time of the suit. But then I would lean hard on GMs to enforce the need for charging things back up again as right now most exoskeletons charging them up is not really consequential to game play. This also means a lot of house keeping, so I would be against it.

Fair enough. Weapon it is then.

I mean, it really works to my advantage. 96 hours at 2 hours per point means 48 points and running out of them means the armor is also out of juice.

Using a weapon means 60 points and they're independent from the armor's power supply. I'm coming out ahead on this deal.

Wait, how is everything broken now?

I'm a little confused.

Broken: 60 power points is still a lot relative to a magic user. Especially if we can just slap in another e-clip.

The only downside is that's also your gun ammo, so too many powers and then you're out, but the same is true for a TW using hero (power my TW item too many times and I am eating my spell casting ability).

The super plasma gun that's been approved already had like 48 shots or something, yeah? That didn't ring any alarm bells?

My point is that this never seems to have been a problem before.

Alright, I can work with that. I don't agree with it, but it does imply a workaround.
Actually E-Clip is used as a universal power source is in Classic Rifts for a variety of items. The CS Special Ops Jetpack is powered by E-Clips. Juicer Jump boots are powered by E-Clip. Tons of other gear is as well.

And what I'm suggesting is built into whatever device has a secondary capacitor array that charges off the main battery (1/hr without edges saying otherwise), or perhaps one central secondary power source for powers.

No, not weapon, piece of gear powered by a secondary power source since the original is already maxed out and at optimum capacity. Adding in the ability of the second capacitor to power new features (other than edges and maybe cybernetic-equivalents) is just common sense. And that's simply from a real life background in computers and small electronics, let alone the high end electrical knowledge I have. Nothing is free. Power has to come from somewhere and that endurance is meant as a failsafe, not a candy store to raid.

Now I could see a completely separate E-Clip powered device as well, added onto armor, but not actually being powered by it. and that is both reasonable and in line with ensuring things that need PP are covered.

It has nothing to do with the submission specifically, but rather in how you're trying to apply the battery's endurance as some sort of candy story you can raid during an encounter. It's meant for endurance, meant to be sipped. It would NOT have the amperage to allow for greater pull during an encounter, hence, a capacitor type battery that does have the bacndwith, if you will, to provide power to whatever.

I'm not trying to have a candy store. Quite the contrary. I'm trying to work WITH you guys to ensure my submission is balanced. Please do not assume my intent is to somehow 'get away with something.'

I've already redesigned the item so that the powers work off of an e-clip, precisely as you suggest here. That's the version of the item Venatus is referring to when he says everything is broken.

That's why I asked if it was about my specific submission, since it now follows the Super Tech Item rules to the letter, requiring no modifications or additional rules. It's now a weapon, and uses the standard 'shots as power points' model.

The super plasma gun is for my character, and yes the capacity seemed high but I thought it balanced against it being an ammo chewing device.

It did not ring bells in the approval process but perhaps it should have.

The issue is only with high capacity items, the 1 shot = 1 PP ratio really only works until around 20 or so.

Then again, a mage can charge a TW weapon clip for 2 PP regardless of the normal capacity of that weapon. So 2 PPE into a super plasma TW rifle will net 50 shots. So maybe it's an inherent flaw - even recognised as such when you look at the TK machine gun that takes 5 PPE to charge for 100 shots.

So I feel like I want to have agreement on the ground rules before I change my item again. Being informed I've chosen the 'wrong' powers feels very much like the goalposts being moved after I kicked the ball. :)

Here's a summary of the rules, as they seem to be evolving:
Weapons can use e-clips as power points.
- They can only choose a limited set of powers. These should be specified here.

Other types of items must use a mod slot to acquire a point battery, in addition to the slots required for whatever powers they're to have.
- Any other limitations on power selection for non-weapon items? Now's a good time to give it some thought.

Modifications that don't require points to use (Edges, Traits, etc) do not require e-clips or power point batteries to use and are considered always on.

If this is accurate, I would agree that it represents an easier way to maintain balance. I wouldn't agree that it's the best way necessarily, as it shoots down a LOT of potential item concepts...but if balance is more important than that, so be it.

Once we hammer out the rules that will apply to super tech item construction, I'll revisit my submission to bring it in line with those rules.

Any thought to taking a page out of the non tw magic items:

For supertech items with powers, they require a hi capacity e-clip that recharges 1 shot per hour. If the power is an attack think of the weapon having a selector switch where you can fire the main weapon or the attack power. Other non attack powers just take an action to use unless the trapping on the power would dictate otherwise. Having a power gives a small hicap e-clip with 5 shots. Additional shots can be added using modifications: minor mod +5 shots and the item recharges 1 shot per 30 min, major +10 shots and the hicap eclip recharges 1 shot per 15 min.

For items with eclips or batters that specifically last 24, 48, 72, 96 those batterys or eclips may be used as the shots to power powers in a pinch but at a heavy cost. For ever multiple of 24 it also costs that multiple in shots/ppts. So at 1-24 is x1, 25-48 is x2, 49-72 x3, 73-96 x4. A major mod called super capacity can be used to decrease it by 1 step.

This way items powered like the exoskeletons have the 5 shot hi capacity eclip, and have the option to drain their battery supply on the armor. This would be just to start before any other mods have taken effect.

Honestly, I don't see any reason for not making Powers operate off of a standard "Long" E-Clip. A mounting for such a clip is a Minor Mod, and the clip provides 5 pseudo-PPE for purposes of using Powers in the weapon. You can double down on the mod, to give two clips and 10 PPE.

It doesn't 'recharge'--rather, it is a standard e-clip, it can be swapped out with another long e-clip, but doing so is an action, and of course, you've got to carry them around. Charging an E-Clip in the field requires access to a 'bottomless' energy supply (Power Armor, Combat Cyborg, Robot Armor or Vehicle). (As far as I know, there's no mechanism for plugging a standard laser rifle into a suit of exoskeleton body armor, so I don't see why that would be a thing here, either.)

I suppose if that applied equally to ALL powers, then I'd have less of an objection to it. I still feels like it makes super tech items kind of...hamstrung, but I admit too that I'm a little biased against the whole 'TWs get all the good toys' that permeates Rifts, so that informs my opinions on the matter.

Regardless, that would at least make system internally consistent, which is an improvement.

Edit - Also, a re-reading caused me to notice your point that swapping clips could extend the use of powerpoints...which is interesting and something I hadn't caught before. That does mitigate things.

That is my understanding of our current rules as well, but you can also use a major mod for 10 if you want.

Ah, ok. That wasn't my understanding given the rules as written, but I think it's a fantastic idea and would really help address many of the qualms I had. Let me propose this then.

Lets change this paragraph:

Powers: All supertech powers work off of some kind of battery, e-clip, reactor etc. When activating powers 1 shot = 1 power point. Melee weapons that do not have “shots” will need to add internal power supply augmentations. Items connected to “effectively unlimited” power supplies like a nuclear reactor are only possible for vehicles and require using a major upgrade slot to make the connection. Powers will need to be linked to an activation skill (for weapons this isn't necessarily Fighting or Shooting).

To something like this:

Powers: All supertech powers work off of supertech 'batteries' represented by power points purchased with a mod slot (5 PP for a minor mod slot or 10 PP for a major). The power points must come from an energy supply connected to this battery, normally an e-clip (for the minor slot) or a long e-clip (for the major). Each power point used drains the e-clip a proportional amount of power, if it's disconnected from the supertech device to be used in something else. Swapping in a fresh e-clip will provide a renewed pool of PP to draw from. Supertech items that are connected to an effectively inexhaustible amount of power, such as vehicle or building reactors, require a Major mod slot to be used to represent this connection, and this slot cannot ALSO be used to connect to an e-clip. Each power, in addition, must be activated by a skill roll of some type, depending on the power's trappings.

This change at once makes the rules on power points consistent (all powers, weapon or otherwise, use these rules) and makes it very clear that the power points come from a standard source (e-clips) and what effect drawing that power has on the source (drains the eclip's power), as well as what that allows one to do (swap in fresh clips to refresh power).

I think the more general "one e-clip = 5 PP" or "one long e-clip = 10 PP" is the way to go, avoiding issues with base items that receive wildly different shots per pack.

I also think that the ability to simply swap out clips is a nice benefit for super tech items that compares favorably to the base 5 PPE per power granted free to magic items, and the easy recharging (by user or ley line) for TW items.

I'm inclined to agree on the swapping thing. I'd also perhaps state in the rules that the Power Points in super-tech items do not recharge on their own. No 1/hour thing. The only way they recharge is by getting more energy from an outside source (ie - a new e-clip).

So one question to posit then...would an e-clip connection Mod be a Minor or a Major mod? I framed it as being specific to the type of e-clip the port is designed to accept, because that lets us adhere to the Minor is 5pp/Major is 10pp framework.

If we say that an E-clip 'port' is a minor mod, that'd mean that you could potentially get more PP out of it...which probably isn't great. Making it a Major mod means that you might 'underpower' it by using a standard e-clip...but that'd be your option.

I do think I like the idea of establishing a ratio of power drain though. That'd mean you could use e-clips from fallen foes,for example. If that Brodkil had used half of his eclip's power, then you don't get full PP from socketing it in your item after the fight.

Each 20% of e-clip capacity = 1PP. Each 10% of long-eclip capacity = 1PP. Round fractions down.

That makes it nice and easy to calculate.

I like the clarified wording.

And now I'm gonna throw a spanner in the works.

We may be going about this the wrong way. Pender made a suggestion to a different discussion, and it seems appropriate here: Super-Tech and Enchanted Items (which have no need for PPE as a default) could use the No Power Points rules, instead. This has the advantage of using a Pinnacle-crafted rules set with minimal modifications:
No Power Points
Instead of using Power Points, characters with Arcane
Backgrounds simply choose the power they want to activate
and make an arcane skill roll. The penalty to the roll is half
the power’s usual Power Point cost (rounded down). Casting
the armor power, for example, which costs 2 Power Points,
is an arcane skill roll at –1.
Once cast, check the results below:
• Success: The power activates as usual.
• Raise: A raise on the roll grants any additional bonuses
to the power stated in its description. Armor, for example,
grants a +4 bonus to Toughness with a raise.
• Failure: All currently maintained powers are cancelled
and the caster is Shaken.
On a Backlash (a 1 on the skill die), Super-tech rolls on the Technical Difficulties table, and Enchanted Items do 2d6 points of damage to the wielder. In both cases, the power auto-fails.

This gets rid of the 'bottomless PPE' issues, but also makes it a LOT easier to build versatile items (since you don't need to burn Mod slots on powering the item up). At the same time, the penalty is significant--if you want to be really reliable with a No PPE item, you need fit it with Mods to bump the skill die back up.

If this idea has purchase with folks, I'd also add in a rule that Enchanted Items can be operated with either the default for the item, OR with an Arcane Skill if the user prefers; similarly, Super Tech items could sub in Techno-Wizardry or Weird Science skills. So an armor amulet that normally worked off the wearer's Spirit could be powered with a Mind Melter's Psionics die, instead. A farsight super-tech scope, OTOH, could also be used by a TW or Weird Scientist using their respective skill.

We may be going about this the wrong way. Pender made a suggestion to a different discussion, and it seems appropriate here: Super-Tech and Enchanted Items (which have no need for PPE as a default) could use the No Power Points rules, instead. This has the advantage of using a Pinnacle-crafted rules set with minimal modifications:
No Power Points
Instead of using Power Points, characters with Arcane
Backgrounds simply choose the power they want to activate
and make an arcane skill roll. The penalty to the roll is half

This gets rid of the 'bottomless PPE' issues, but also makes it a LOT easier to build versatile items (since you don't need to burn Mod slots on powering the item up). At the same time, the penalty is significant--if you want to be really reliable with a No PPE item, you need fit it with Mods to bump the skill die back up.

If this idea has purchase with folks, I'd also add in a rule that Enchanted Items can be operated with either the default for the item, OR with an Arcane Skill if the user prefers; similarly, Super Tech items could sub in Techno-Wizardry or Weird Science skills. So an armor amulet that normally worked off the wearer's Spirit could be powered with a Mind Melter's Psionics die, instead. A farsight super-tech scope, OTOH, could also be used by a TW or Weird Scientist using their respective skill.

Thoughts?
I hate this idea. I can expand, if necessary, but it's a non-starter on my end, primarily due to the increased reliance on a skill (it's tech, if it has juice, it's supposed to work when you pull the trigger) and unreliability (it's tech, it's supposed to work when you pull the trigger).

I'm wary of it simply on account of how easy it is to boost one's skills to sky-high levels in Rifts.

Seems like it wouldn't take a HUGE investment to have an infini-power with this.

Did want to get a bit more info on it though.

Tribe, I get where you're coming from, but honestly, that doesn't really apply to these items, which are generally going to be:

1: Alien in manufacture, or
2: Prototypes that push the bounds of 'current highest standards'

We know what the highest standards are for baseline tech--it's the stuff that is in the book. Powers, pretty much by definition, are things that cannot be readily replicated in a mundane fashion. You might be able to get close (compare bolt to a rapid-fire laser rifle, FREX), but there's generally aspects that simply aren't going to be as reliable as what is available on the open market--if it was just-pull-the-trigger-reliable, it would BE on the open market already.

Alecto raised some more serious concerns, especially with the query about maintaining Powers under NPP:

The skill choice would be a Trapping-based thing, yes; this is a necessary tweak for folks who aren't AB-users to be able to wield them. That could get out of hand, but I think it could be managed with some common sense guidelines.

But then, I went digging, and yes, apparently, the only thing that shuts down a Power in an NPP setting is getting Shaken--you could activate a Maintained Power in the morning, and keep it up all day until you go to sleep, as long as you aren't Shaken. The only drawback that would apply is that every Power so maintained would be a -1 Penalty to every other use of the Trait the power was tied to. So if you want perpetual farsight on your Knowledge: Electronics-operated Scope, you can do it, but the need for periodic adjustments keeps you from being able to fully concentrate on, say, hacking the mainframe to reverse the polarities of the MacGuffin Engine, or whatever. And if you take a punch to the face, the controls get wonked up an have to be reset.

That said, I now am reconsidering the proposal--it's still pretty damn potent.

Factor in skill chips, for 4 dice to a given skill.

Not hard to get 1d12+1 or 2 with that, and that eats up most of the penalties and leaves a big honkin' skill on top of that.

It's an investment, yeah, and not every character will want to do it...but for effectively infinite use on a carefully chosen power or two?

And now throw in the bonuses you can get from some of the HJ table results, or similar... Or Boost Trait for the AB inclined.

Very wary of that.

That said, I love that you're thinking outside the box on this. :)

I do not really like the idea of the No Power Points for this.

Instead I would suggest that objects with a Tech version of power added get a "Quantum Pack Energy" or "Energy Matrix" or some such of separate power that works identical to PPE mechanically. Like enchanted objects they would get 5 QPE per power added.

This would eliminate niche or unknown situations as it would simply follow the normal rules.

For special effect if the question comes up as to why the normal Energy of the device you would explain it away as whatever the genre excuse is. It is a tachyon collector, a quantum field investor, a protoculture processor.

It is very common in Science Fiction for there to be alternate better power sources available only in limited supply.
  • 2D6 EFFECT
    2 Catastrophe: Something goes terribly wrong. The GM must decide what, but some ideas are a new and permanent Minor Hindrance, the inability to use powers for several days, or an explosion of some sort. The backlash should be thematic if possible. If the hero tampers with dark forces for his abilities, for example, he might become corrupted or summon something sinister into the world. If he’s a weird scientist the device might explode for 3d6 damage in a Medium Blast Template, or he might develop a Quirk, Phobia, or other “madness.”

    3 Backfire: The power succeeds as with a raise but affects a different target with the worst possible results. A bolt hits a random friend, boost Trait increases an enemy’s skill or attribute, etc. If there’s no likely target, he’s Stunned instead. If the power has a Duration other than Instant, it lasts its full term and can only be negated by dispel (the caster can’t voluntarily end it herself).

    4–5 Short Circuit: The power fails but the Power Points allocated to it are spent, along with an additional 1d6 Power Points.

    6–8 Stunned: The caster is Stunned (see page 106). She subtracts 2 from arcane skill rolls for the rest of the encounter (the penalty remains –2 even if she gets this result again).

    9–10 Overload: The character’s synapses crackle and overload with power. He takes 2d6 damage plus the cost of the power in Power Points, including any Power Modifiers the player declared.

    11 Fatigue: The character suffers Fatigue.

    12 Overcharge: The power draws ambient energy from the air, automatically succeeding against the target with a raise and costing the caster no Power Points!

personally prefer super-charged capacitors. Takes the same basic energy and packs it in and then releases it all at once. No alien messing around; good for powers like the NGR, NG, CS, the Japanese Republics, New Navy, etc.

We can call it whatever we want. :)

I think if the powers can be run off of e-clips that convert to PP, using mod-slots as normal...and swapping clips (or whatever it's designed to use that's mechanically equivalent) replenishes the PP, it's all good.

Substitute in 'supercapacitors' for 'supertech batteries' in the rewrite I did before, and it sounds like we're in business? :)

Alright, I need to get my item done so I know what to post in my interlude, and since commenting on this has died down I feel like we're close. Let me present a writeup incorporating some of the most recent feedback and see if we can't get to 'yes.' :)

Proposed is replacing the current text of the 'Powers' section of the Super Tech Items rules with this:

Powers: All supertech powers work off of supercapacitors represented with a mod slot devoted to that purpose. A 5 power point capacitor uses a Minor mod slot, a 10 point capacitor uses a Major slot. Capacitors do not generate energy, but can be powered by e-clips or equivalent removable power sources. A standard e-clip will provide 5 points of power, a long e-clip will provide 10 points (and will only fit into a Major capacitor port). Each power point used drains the e-clip a proportional amount of power, if it's disconnected from the supertech device to be used in something else. Swapping in a fresh e-clip will provide a renewed pool of PP to draw from. Supertech items that are connected to an effectively inexhaustible amount of power, such as vehicle or building reactors, require a Major mod slot to be used to represent this connection, and this slot cannot ALSO be used to connect to an e-clip. Each power, in addition, must be activated by a skill roll of some type, depending on the power's trappings.

Seems like what we already had, but more explained. Looks good to me. So it is major for a power, and you need either a minor or major to get it to work with an eclip.

It's very close. Beyond just explaining more clearly, there are a few changes:

1) This now applies to ALL powers. No more '1 shot = 1 power point, but only for powers that are in a weapon' business. If a weapon has an attack power that costs points to use, it still needs a supercapacitor to mediate between the e-clip and the energy requirements of that power. That means the shot capacity of the weapon is no longer relevant. Spending 1 PP from a standard e-clip uses 20% of the total 'shot capacity' of that e-clip, no matter what weapon it's in. From a long e-clip it's 10%.

2) Energy in supercapcitors doesn't regenerate on its own over time as this rule as written. This is mitigated by allowing rapid 'recharge' via additional e-clips being swapped in. As noted by other commentators, this is the super-tech version of magic items being easily recharged at ley lines, or via personal PPE.

I think those are the only major changes. The rest is just clarification.

Sounds good to me, my only real half hearted concern is that to have a power you need to spend two mods to get to use it. Why don't powers automatically come standard with a 5 pt supercapacitor( non tw magic items have this feature).

Yeah, the big difference between Enchanted Items and Supertech Items in this variation is the fact that Supertech is theoretically infinite PPE (for Powers), so long as you have spare e-clips.

Yeah, it would be an action, but that's still a huge advantage for tech items (that isn't necessarily a bad thing--we're saying there should be differences between each type of item, so that's going to be different advantages for each unless we make one superior across the board).

It is an advantage yes. Other forms of power point storage have other advantages. I don't feel like I have enough game system experience to say categorically if one is better than the other. Fortunately I have y'all for that. :)

So for clarity with all talk we have expressed a lot of opinions, but I am curious which one VV is leaning on?
  • 2D6 EFFECT
    2 Catastrophe: Something goes terribly wrong. The GM must decide what, but some ideas are a new and permanent Minor Hindrance, the inability to use powers for several days, or an explosion of some sort. The backlash should be thematic if possible. If the hero tampers with dark forces for his abilities, for example, he might become corrupted or summon something sinister into the world. If he’s a weird scientist the device might explode for 3d6 damage in a Medium Blast Template, or he might develop a Quirk, Phobia, or other “madness.”

    3 Backfire: The power succeeds as with a raise but affects a different target with the worst possible results. A bolt hits a random friend, boost Trait increases an enemy’s skill or attribute, etc. If there’s no likely target, he’s Stunned instead. If the power has a Duration other than Instant, it lasts its full term and can only be negated by dispel (the caster can’t voluntarily end it herself).

    4–5 Short Circuit: The power fails but the Power Points allocated to it are spent, along with an additional 1d6 Power Points.

    6–8 Stunned: The caster is Stunned (see page 106). She subtracts 2 from arcane skill rolls for the rest of the encounter (the penalty remains –2 even if she gets this result again).

    9–10 Overload: The character’s synapses crackle and overload with power. He takes 2d6 damage plus the cost of the power in Power Points, including any Power Modifiers the player declared.

    11 Fatigue: The character suffers Fatigue.

    12 Overcharge: The power draws ambient energy from the air, automatically succeeding against the target with a raise and costing the caster no Power Points!
